De verschuiving van de bouwopgave van de stadsuitbreiding naar bestaand stedelijk gebied drukt ontwerpers met hun neus op het verleden en dwingt hen om een positie ten opzichte van de geschiedenis in te nemen. Het begrip cultuurhistorie heeft in de afgelopen tijd een brede betekenis gekregen. Het potentiële werkterrein van de monumentenzorg bestaat tegenwoordig uit ongeveer alles wat ooit is gebouwd. Concreet gevolg is dat in Nederland een ontwerpopgave zonder cultuurhistorische component bijna ondenkbaar is. Door de stad niet radicaal te vernieuwen maar te transformeren ontstaat een positief te waarderen historische gelaagdheid. Ontwerpers zoeken in elke opgave opnieuw een balans tussen de bestaande en de nieuw toe te voegen kwaliteiten. De creatieve opgave om cultuurhistorie op te nemen in integrale planvorming staat centraal in 'bouwen aan een weerbarstige stad'. Hoe cultuurhistorie heldere kaders aan transformatieprocessen kan geven, komt aan de orde in een tweede essay over interventie en restauratie: 'restaureren zonder dogma'. Hij richt zich op de transformatie van bestaande steden, waarbij de centrale vraag is hoe het verleden een plek kan houden in de toekomst. Wat is de kwaliteit van een bepaald gebouw? Hoe behoudt je de ziel van een stad? De rode draad in zijn werk is de gedachte dat je de kwaliteit niet met alle geweld moet willen behouden - dan krijg je museumsteden - maar dat je deze moet meenemen in de ontwikkeling van de stad. Urban Fabric werkt samen met Steenhuis stedenbouw/landschap en verenigt daarbij architecten en architectuurhistorici. In 2000 promoveerde Paul Meurs aan de VU in Amsterdam op onderzoek naar binnenstedelijke transformaties in Nederland tussen 1883 en 1940. In 2006 werd hij benoemd tot deeltijd hoogleraar Restauratie aan de faculteit Bouwkunde van de TU Delft.		The shift from construction projects at the edge of cities to projects inside cities, surrounded by existing buildings, forces designers not only to study the past, but also to decide on their position towards it. In recent years, cultural history has become a broad concept. Potentially, the care of monuments relates to almost anything which has ever been built. Consequently, there are virtually no architectonic projects in the Netherlands which do not include a cultural history component. Avoiding radical urban renewal and instead opting for transformation results in attractive historical layers. In each assignment, a designer has to strike a new balance between the existing and new qualities. The creative challenge of incorporating cultural history in the development of integrated plans is key to 'building in the stubborn city'. How cultural history can provide clear frameworks for transformation processes is discussed in a second essay on intervention and restoration: 'restoration without dogma'. His specialisation is the transformation of cities. In this context, the key question is how the past can be preserved and incorporated into the future. What is the key quality of a given building? How can we preserve the soul of a city? The red thread throughout his work is the concept that we should not aim to conserve quality at all costs - that would result in museum cities - but instead incorporate it in the development of the city. Urban Fabric works closely with Steenhuis stedenbouw/ landschap (urban and landscape design) to bring architects and architectural historians together. In 2000 Paul Meurs received his PhD from VU University Amsterdam for his research on the transformations of city centres in the Netherlands between 1883 and 1940. In 2006 he was appointed part-time professor of Restoration at the Faculty of Architecture of Delft University of Technology.
